Mr. Speaker. Fidel Castros sudden change to a liberal attitude toward emigration rights. allowing all of those who want to leave Cuba to do so. has revealed the degree of discontent which prevails in that country. Within hours of his announcement. an estimated 10.000 Cubans had packed into the Peruvian Embassy. We can only guess the numbers of others who wanted to flee. but were unable to reach sanctuary in time. As my colleagues well know. over 100.000 Cubans now wait to be resettled in their new home. Now is the time to turn our questions to the reasons they were allowed to flee Castros perfect society in the first place.
