Kisliks commitment to the institution is his punishment. Kisliks desire to emigrate to Israel. the spiritual haven of the Jewish people. is his crime. The case of Vladimir Kislik is yet another example of the Soviets violation of the Human Rights and Fundamental Freedoms section of the accord which the U.S.S.R. signed in Helsinki in 1975. It is time for the Soviets to end their mistreatment and persecution of Vladimir Kislik and abide by the accord.
