Mr. Speaker. 10 years ago this month 11 Soviet men were apprehended by Russian authorities. charged with treason. and sentenced to die. The men had allegedly attempted to hijack a Soviet airliner after they had continually been denied permission to emigrate to Israel. Later. after appeals for clemency came from world leaders. the Russian Supreme Court commuted the death penalties and sentenced the men to 15 years in prison camps. Nine of the eleven men convicted were of the Jewish faith. At the present time three of the men apprehended. all Soviet Jews and gravely ill. still remain in captivity in the Soviet prison camps.
