One obvious result of those rising costs is to drive students from middle and lower income families out of the private sector and to discourage others from entering. That is a very serious problembecause the fact is that the private schools provide vital educational services for the poor and for the Nations minority groups. In New York City. for example. fully 50 percent of the students enrolled in the Hebrew day schools come from lowincome families. Many of them are the children of Soviet Jewish refugees. In California. over 41 percent of the students enrolled in Catholic schools are minority group members. For the California public schools. that figure is just over 36 percent.
