President. the Committee on the Judiciary certainly has the right to their priorities. but that does not mean that the Appropriations Committee should be virtually mandated to fund a new program for which no hearings have been held. Over the last several years our subcommittee has tried to recognize. to the fullest extent possible. the priorities oi the Judiciary Committtee. The managet of the bill. and the chairman of the Judiciary Committee know we have provided increases to the FBI. the Criminal Division. the Lands and Natural Resources Division. the Civil Rights Division. and the Immigration and Naturalization Service. Mr. President. the Biden amendmept restores the appropriation process parts B and C will again be authorized under a cap of $19.000.000.
