Senator HAYAKAWA. and Senator GOLDWATER. introduced the United StatesMexico Good Neighbor Act of 1979. S. 1427. This bill addresses the situation of massive unemployment in Mexico. unfilled jobs in the United States. and the natural tendency of migration to fill those jobs. Mr. President. since the Senate has now addressed the issue of immigration to the United States. I ask my colleagues to spend a few minutes and review the major aspects of S. 1427. the United StatesMexico Good Neighbor Act of 1979 or companeros program.
