Iosif Mendelevich. an orthodox Jew. and two nonJews. Yuri Federov and Aleksei Murzhenko. were part of a 12member group formed to passively oppose the rigid policies of the Soviet Government. Most of these men had repeatedly applied for emigration visas and had been consistently refused without any official explanations. Because life in the Soviet Union had become unbearable. and because there seemed to be no hope of ever leaving Russia legally. the 12 Soviet citizens became involved in a plot to rent a small Aeroflot plane and fly it across the Soviet border. eventually to Israel. The participants in this plot were not criminals.
