The bill carefully balanced the needs of the Department to fund necessary programsincluding U.S. contributions to the International Labor Organization. increased funds for migration and refugee assistance and for the Board for International Broadcastingand to keep Federal spending as tight as possible. In fact. some of the current increases in spending are designed to provide for longterm savings. such as the transfer back to the United States of some personnel of Radio Liberty and Radio Free Europe who now reside in Germany. I also would have voted favorably on the IMF bill.
