Chairman. I do not want to disagree with the gentleman. and I do not want to start a discussion on a different problem. The program has been around that long. but the flow of refugees has also been around that long. I will say to the gentleman. and the benefits which have been provided under what we will call. for the purposes of discussion. the old refugee program just encompass those people who would be entitled to the benefits for the period of time fixed under that program. All I can say to the gentleman is that we have reached an agreement long since with the Committee on the Judiciary. with the Committee on Appropriations. and with the administration to phase that old program out within the limits laid down by the law in the Refugee Act of 1980. I would not want to change that. I could make no commitment to change that.
