From my viewpoint we have waited. and we have handled immigration on an ad hoc basis. We have virtually decimated the Immigration Service in this country. They cannot perform their job. The administrationseveral administrations in a row haveand this administration has violated the intent of the law. if not the law itself. by using the Attorney Generals parole authority by bringing in huge numbers of people when it was designed to accommodate special cases. We all recognize that. Nobody in this Congress that I am aware of has been interested or willing in approaching this problem of immigration and whether or not we ought to have some kind of limits or whether we are going to take everybody who wants to come to our shores. It is my opinion it would be a very important thing for this Senate and the House to now indicate through a sense of the Congress resolution that total numbers are the right way to go and that we should initiate them now. I see no way that it could interfere with the work of the Select Commission.
