It comports with the understanding I have. that we are either at or very close to the limitation. That means that. for a period of 3 months. we have said we are not going to take anybody else. We are not going to take. for example. people who are coming in under the regular immigration program. families of American citizens. We are not going to take Soviet Jews. However. the particular point I wish to make to the Senate. which I have been trying to emphasize to the Senate. is that under the mathematical computation. we cannot accommodate our present program for immigration from Indochina. under the Huddleston amendment. At present. the United States is bringing in approximately 14.000 Indochinese a month. At a time when Indochina is very much in flux. when a process is beginning for the repatriation of Cambodians from Thailand back into Cambodia. the concern I have is that the United States. by adopting this amendmenteven if it is viewed in purely symbolic termswill be a signal to the world that we have changed our policy with respect to Indochina refugees. therefore substantially weakening our hand in our dealings with Thailand. Malaysia. and other countries with respect to their handling of Indochina refugees. Therefore. Mr.
