I thank the distinguished Senator from South Carolina for his eloquent observations and support of this amendment. I believe the amendment clearly points out that we want to be neighborly. The United States has a history of being generous and compassionate and sensitive to the needs of others in situations such as this. But while we want to be a good neighbor. there is a limit to our hospitality. We do not think we should bear the sole responsibility for all the refugee problems all over the world. Other nations can shoulder more of the responsibility financially and help in the resettlement of these refugees. Mr. President.
