It is essential. as I have stated previously. that the High Commissioner for Refugees at the United Nations should take an interest in this matter. I believe the distinguished Senator from Mississippi has mentioned the Organization of American States. and I am glad he has done so. That could be helpful. Other countries should realize that this is not just a United StatesCuba problem. This is a world problem. It is a United Nations problem. and it should be considered as such.
