The reason we have a shortfall now on Public Law 480 is because we had used up that money on Cambodia earlier in the year and to maintain our support in Cambodia and for the Afghan r gees in Pakistan whom we also vi.. earlier and the nearly one million ugees in camps in Somalia. this modest allocation which the gentler is proposing is absolutely required.
