Anyone in public life has the opportunity to appeal to the best or the worst in his constituency. He can appeal to their humanity and generosity. or he can appeal to their anxieties and their willingness to cast their fears on scapegoats. We have a duty to appeal to the best in all Americans. As a nation. we have a duty to welcome these refugees to our shores. and to show them that as a democracy. we value and respect human life. Let us do so in that same spirit of liberty which has graced our country since its birth.
