Chairman. A point of order. I would like to as what the statutory requirement is as far as our meeting is concerned. as far as hearing from the President with respect to the subject of refugees? I think the committee has a role. and I think we have a deadline to meet. is that correct? Chairman RODiNo. The gentleman from Illinois states the situation correctly. According to a provision of the Refugee Act of 1980. which was recently enacted into law. as Public Law 96212. on March 17. 1980. section 207(d) (3) (A) reads: "After the President initiates appropriate consultation prior to making a determination under section (a). a hearing to review the proposed determination shall be held unless public disclosure of the details of the proposal would jeopardize the lives or safety Of individuals." It is my understanding that the final date for a hearing is today since consultation will terminate as of May 1. The President may. notwithstanding the fact that we have not proceeded in accordance with the law. make a determination. I think the committee is under a responsibility. since the committee saw fit to write this provision into the law.
