Mr. President. responsible elected officials are continuing to speak out on the need to regain better control of U.S. immigration. It is clear to them that we cannot continue a policy which has allowed 100.000 Cuban citizens to enter this country with little initial effort made to control the influx. My distinguished colleague from Alabama. Senator HEFLIN. has gained a reputation since arriving in the Senate of being a compassionate and fair man. His outstanding work as chief justice of the Alabama Supreme Court has given him excellent preparation for service on the Judiciary Committee. which has jurisdiction over immigration legislation. When a Senator such as Senator HEFLIN speaks out on an issue which the committee he serves on has responsibility for. his thoughts should be carefully considered. Senator HEFLIN recently wrote an article entitled "U.S. Cannot Accept All the Worlds Refugees." which was published in many newspapers throughout the State of Alabama. The Senators long training as a jurist is demonstrated in the way he sets forth the logical solutions to the problem. He states in the article that: I do realize that this nation was founded by refugees and that we were all immigrants at one time. but today there must be planned policy or orderly immigration wit] reasonable limits based upon economic ani social realities.
