The Soviet Union may be able to provide the numbers of their citizens allowed to leave the country. but we can counter with the years of harassment prior to departure and the many others who are still waiting. And second. the spirit of the Jewish citizens is vital. We must continue to support them in their efforts to leave the Soviet Union. They are the ones that must apply for emigration. and then suffer for it. Our role requires no sacrifice. All we have to do is to call the attention of the Soviet Government to individual cases of suffering and denial.
