GOODLING. Mr. Chairman. one of the greatest problems facing this world. preventing any kind of stability and probably preventing peace. is the 3 problem of refugees. In a little country t such as Somalia alone. in Africa. there are more than a million refugees. In other parts of Africa there are hundreds of thousands of refugees. In Malaysia. in Thailand. and all over this world and. yes. in the United States. Mr. Chairman. we recently had 100.000 boat people. We recently had 100.000 refugees from Cuba. Even though 3 months ago the CIA had warned the administration that this could happen. few plans were made apparently to handle the situation and particularly to get the world involved in this situation. For this reason I am offering this amendment to this particular act so that the President will be told to do the following: take the necessary steps to encourage and secure greater international cooperation in amassing the financial assistance necessary for the care of the Cuban emigrees as well as in providing permanent resettlement for them.
