I come before you today to urge your support of the necessary supplemental appropriations for these two programs. The Presidents fiscal year 1980 requests for these programs were clearly not sufficient. since funds have already been exhausted. We must not turn our backs on the unfortunate victims of the tornado in Michigan--or those who have suffered hardship as a result of the volcanic eruption in Washington State. or the influx of Cuban refugees into Florida. For all of these people. as well as for those who may be hit by natural disaster in the remaining months of this fiscal year. I ask that these supplemental appropriations receive your immediate attention and positive action.0
