Mr. Speaker. the administrations handling of the Cuban refugee situation is sadly typical of Carter foreign policy: First a bobble. then vacillation. then. finally. a bit too late. a clarification of their position. In solving the problem of Cuban refugees we need to recognize it as a problem different from any we have faced before. There are two things the administration needs to do. First we need to focus better on the cause of the problem. which is Fidel Castro and the political and economic poverty he has brought to his country. Castro has sold out his people to the Russians.
