Speaker. my legislation is modest in scope. Its purpose is not to discriminate against domestic workers. but rather to strengthen existing law by basing it more firmly in reality. It is my belief that. upon enactment. my legislation will ease the burden both on agriculture and on the INS by substantially reducing the incentive and need to employ illegal aliens. The essential choice is quite simple: Either we make temporary worker programs more realistic. as I am attempting to do. or we continue to be confronted with a growing illegal alien problem. I urge my colleagues to join in support of this effort.
