American taxpayers should be concerned about this situation because the product of our failure of our foreign policy in Latin America is only too clear. with the cxtraordinary problems faced by our Immigration and Naturalization Service. not only with regard to the problems of Cuba and Florida. but also. citizens from Mexico. Central America. South America coming across our borders.
