Speaker. this Nation is facing another crisis. It is brewing by the moment. At this very minute. literally thousands of refugees are pouring across the straits between Cuba and Florida that may well set off a chain reaction in Haiti. Mexico. and every Latin American nation in this hemisphere. First. I think we need to realize this is not a Florida problem. This is a U.S. problem. and it is going to hit home to all Members when the various relocation centers are announced throughout the United States where thousands of Cubans and Latin Americans will be resettled. Also. it is an international problem in that we are going to have to turn to all nations in this hemisphere and in fact all over the globe to come together with a policy for resettlement of all refugees. We can no longer speak in terms of Cuban. Haitian. or Vietnamese refugees. We must develop a policy now that addresses realistically all refugees. It is now starting to be of proportions that are beyond the comprehension of any Member of this body. We must address this problem immediately.
