Mr. Speaker. this past week Ida Nudel spent her 49th birthday again a victim of the oppressive emigration policies of the Soviet Union. Despite commitments to allow for emigration that were clearly made by the Soviet Government in the Helsinki accords. Mrs. Nudel and others like her have been denied the right to live with their loved ones in another country. Mrs. Nudels husband and sister currently live in Israel. and she understandably would like to move there to be with them. Since 1971. she has persistently applied for an exit visa to no avail. From 1971 through 1978 Mrs. Nudel kept in close contact with others who share her plight.
