Mr. Speaker. March 15. 1980. marked the third anniversary of the arrest of Anatoly Shcharansky. He is currently serving a prison term in Chistopol Prison after being convicted of spying for the CIAa charge which has been vehemently and repeatedly denied by the President of the United States. Mr. Shcharansky committed no crime. He merely wished to emigrate to Israel. When his request was denied. he became the vocal and dynamic leader of a movement formed to monitor Soviet compliance with human rights accords. The result of his efforts: 13 years imprisonment. But while he is incarceratedthe rights he fought so hard for. the rights he now suffers for. the very rights he is denied shall not be forgotten.
