Speaker. I should like to announce that the Commission on Security and Cooperation in Europe will conduct a hearing on March 25. 1980. to study the compliance of the Eastern European signatory nations with the human rights provisions of the Helsinki Final Act. In the Final Acts Principle VII. 33 European nations plus Canada and the United States promised to "respect human rights and fundamental freedoms. including the freedom of thought. conscience. religion or belief. for all without distinction as to race. sex. language. or religion." In Basket III the signatories pledged themselves to facilitate human contacts such as family reunification. binational marriage. travel. and the exchange of information and culture. This hearing will explore the degree to which the Eastern European countries--in particular Poland. Romania. the German Democratic Republic. and Czechoslovakiahave lived up to these declarations since the end of the Belgrade Review Session in March 1978.
