The work of Anatoly Shcharansky that led to his arrest and imprisonment 3 years ago has become an important symbol of the ongoing struggle for human rights in the Soviet Union. I visited the Soviet Union in November 1978. it was an enormously disquieting experience. During my visit. I delivered an address before the Supreme Soviet. and expressed my strong objection to obstacles hampering the efforts of Soviet Jews and other groups to emigrate. I emphasized how seriously the people of the United States view the issue of guaranteed human rights for all peoples. I should like to reaffirm that crucial message today.
