This is no time to perpetuate the program which the House has so clearly rejected. It is no time to perpetuate it by a $90 million exception of this sort. So when we get to general debate. I will ask the Members to reject this conference report for three reasons: one. because it creates an AmbassadoratLarge which we never really talked about and enshrines it in the statute. It reverses the legislative veto which the House of Representatives has so firmly endorsed. Finally. it adds $90 million in additional cost for the Cuban refugees after it was firmly rejected by the committee and not even offered on the floor. Mr. Speaker.
