It was not even offered on the floor. although its principal proponents were here. The House position was clear in the conference. The purpose of this legislation. this refugee bill. is to bring all the refugee programs under one roof. one program. one set of standards. This is the way the bill passed the House. Now it comes back from the conference with one exception for old Cuban refugees. being those who have been here longer than 3 years and possibly as long as 18 years. at a cost of 90 million in additional dollars. We have already spent over $1.4 billion on the Cuban refugee program. Seventyfive million dollars will be spent under this bill between now and April 1. 1981. with an additional $90 million after that date as added by the conference. That is just too much.
