I support the proposition that we ought not to have a peacetime draft. because of the great inequities involved. the proven inequities. as it was practiced in the past. Reinstate the draft and you will find a division among our youth. as we found in the 1960s. Today. with the AllVolunteer Force. we do not have the "avoid the draft" emigration to Canada or to other nations. The defeat of the ArmstrongMatsunaga amendment will mean. as I said. the first step toward reinstatement of the draft. For that reason. we ought to support and vote for the ArmstrongMatsunaga amendment and defeat the substitute WarnerNunn amendment. which will be offered.
