Lev Lukyanenkos conviction and the harshness of his sentence raise serious questions about the Soviet Unions intent regarding the implementation of the Helsinki Agreement. We appeal to you. on humanitarian grounds. to release Lev Lukyanenko. He is in poor health. has suffered a great deal in the past. and has applied for an exit visa. His release would be a major contribution to the cause of human rights and would surely have a positive effect on relations between our country and yours. Only if the international accords reached at Helsinki are fully respected by all signatories can there be any real understanding between nations.
