Among our official conclusions was that the absence of normal diplomatic relations with Vietnam is severely hindering help for the refugees. Over the past year. it has become clear that the Carter administration has no intention of improving relations with Vietnam. Instead. the administration is continuing its campaign to discredit Vietnam in the world community -and blame Vietnam for the famine in Cambodia and ensuing problems with food distribution.
