Drawing the Cambodian authorities into an effective distribution scheme may require diplomatic answers. Second. diplomacy is needed to lessen the basic regional tensions which seem to cause perpetual crises in Southeast Asia. The people of this region recently have experienced not only starvation. but invasion. genocide. and a refugee crisis. Unless we address our?elves to the fundamental issues we may be able only to ameliorate the present crisis while standing by helplessly waiting for the next crisis. Finally. diplomacy is needed because the United States alone among the great powers has the capacity to influence the shifting power relationships in the region.
