Session #96 · 1979–81

Speech #960154485

If my colleague will yield further. I would say to my friend and to my esteemed colleague whose leadership I have followed for years. and I know he is raising a valid point. but I would also ask him. Does not it seem rather strange we in Congress find ourselves concerned whether or not they have the employees. the capacity to administer an amendment of this type. when they seem to have every type of proficiency to get involved in local schools. to get involved in every small business. to get involved in homes. everything at the local level. They can find the proficiency. the manpower. and the regulations to do it. but when it comes to making some small effort to stem the flow of millions of illegal aliens in this country and direct American taxpayers funds that go to them. we sit back and say. "By golly. I do not think they have the time. manpower or ability to do it." I think if we at least accepted this telegramit is not as specific as I would like to make itmy colleague correctly pointed out it does not say "knowingly." I would just like to see us be on record once. saying to the agencies involved in this continuing resolution. let us make some start at stemming the flow of illegal immigration.
