Mr. President. I rise in support of S. 1668. the migration and refugee assistance authorization. and urge my colleagues in the Senate to join me in voting for a speedy final passage of this most needed humanitarian legislation. As my colleagues know. this measure provides additional assistance to refugees and international aid organizations made necessary because of the current emergency conditions in Southeast Asia. Especially noteworthy are the amendments being considered to this bill which would authorize at least $30 million in contributions by the United States to the international relief effort providing critical food and medical supplies to the people of Cambodia. These funds represent the "second phase" of the $69 million President Carter recently pledged for the United States to this international mercy mission. In addition. I understand that an amendment will be forthcoming to extend from 2 to 3 years Federal reimbursement to State governments for assisting in the resettlement of Indochinese refugees. Mr. President. between 1961 and 1973. the United States dropped 6.162.000 tons of bombs on North and South Vietnam.
