Our gesture is not a military or political one. Our interest is solely a humanitarian one. The means by which the aid will reach the Cambodian refugees is not clear. Some feel that. as with the Vietnamese "boat people." the constant focus of world attention on the problems of the refugees will bring relief. Others note that the availability of relief materials at the borders of Cambodia eventually will pierce the political wall that surrounds that country. But whatever happens. we all must try to contribute to a solution. and the legislation we are dealing with today is a proper step.
