I think the concerns the gentleman has expressed are shared by many American citizens. I know a number of our colleagues have been hearing from home the sort of concerns which have been expressed from the gentlemans congressional district. There are areas that have special problems in the area of immigration. such as Miami and certain States. like Texas. that have a special situation with immigration from Mexico. legal or otherwise. Let me say in response to the gentleman. first of all. we do have a special relationship to Vietnam. however mistaken it may have been. I agree with the gentleman.
