House Resolution 418 is the rule providing for the consideration of the bill. H.R. 4955. to authorize additional appropriations for migration and refugee assistance for fiscal year 1980 and fiscal year 1981. It is an open rule. providing 1 hour of general debate with the time equally divided and controlled by the chairman and ranking minority member of the Committee on Foreign Affairs. The rule provides for a waiver of section 402(a) of the Congressional Budget Act so that the bill might be considered.
