Mr. President. many members of this chamber have. I know. joined in efforts to assist citizens of the Soviet Unionparticularly Soviet Jewswho have been persecuted because of their desire to exercise the fundamental human right of emigrating to another country. I am sure that many have wondered as I have. how effective our efforts and those of other Americans have been in persuading Soviet officials to display leniency. The answer. I believe. is that we have had a significant effect indeed. I have been told by people who have finally been permitted to emigrate that they never would have been allowed to do so had it not been for pressure from abroadparticularly from the United States. Most recently. the same message was brought by Dr. Victor Polsky. a Moscow physicist. who was arrested on dubious charges while awaiting permission to emigrate. I and others wrote to Soviet officials on Dr. Polskys behalf. and last December he and his family were permitted to emigrate to Israel. Recently. Dr. Polsky paid a visit to friends In New Jersey and urged Americans "please do not get tired of helping." He credited what he called "the big noise" for the eventual success of his efforts to emigrate. Mr. President. so that my colleagues may share in the message brought by Dr.
