If I have any criticism of that. it is that he did not get Americans and their dependents out sooner. In the second place. the conference report provides aid to be channeled through the South Vietnamese Government. If we want to give aid to the refugees. the orphans. the injured who have survived this horrible war and remain in Vietnam. it would be far better to come up with a clean bill which channels humanitarian aid through international and private. voluntary agencies. And the aid should be controlled by the agencies. not the government which will be formed in Vietnam. Third. the refugees now coming to this country will need a lot of help in resettling here. It will be expensive. We need testimony from the administration on how they are going to handle the problem. how much it will cost.
