Under the very narrow language in the conference report the recent actions of the President would be ratified. but there would be no authorization under which the President can go back into Vietnam. since all American personnel except those who desired to stay In Vietnam have been withdrawn. Moreover. the President has assured us that he has no intention of ordering our military forces to go back into Vietnam. It seems to me this is an opportunity to put the Vietnam issue to rest at long last. and to authorize the funds to cover the cost of evacuating and caring for our citizens and the other refugees who have been brought out of Indochina.
