But the question I would like to ask is: Are we not granting even worse powers to the President by passing the substitute? After all. the power that we grant to the President in the committee bill to send troops back in South Vietnam is a very limited thing. but with the substitute we are establishing a precedent which says. in effect. the U.S. President has the inherent authority to use force whenever he wants to evacuate U.S. citizens. dependents of U.S. citizens. and permanent residents of the United States and Vietnamese nationals eligible for Immigration to the United States by reason of their relationship to these people. Would it not be possible in another time. in another place. in another part of the world. that the President would say. "Well. Congress has already approved this and they agree with me that I have this authority so I can go ahead and use it"?
