It is inserted after the section that reads: It shall be the policy of the United States to provide humanitarian assistance to help relieve the suffering of refugees and other needy people who are victims of the conflict in South VietnamAnd my amendment would be inserted at that point. where I would then addand to help in the evacuation of those South Vietnamese who are in danger of reprisals because of their past affiliations.
