Session #94 · 1975–77

Speech #940041501

It demands a bold response in terms of emergency humanitarian assistance. and full diplomatic support of those international channels. such as the United Nations and the International Red Cross. that can help bring peace and relief to a tortured land. There is now an opportunity. as well as a critical need for the administration to finally carry out the legislative mandate of Congress for internationalizing humanitarian assistance to millions of war victims in Cambodia. Those international channels are there. in place. in the field. UNICEF. the International Red Cross. and some foreign voluntary agencies and medical personnel. are still in Cambodia. The United Nations High Commissioner for Refugees. UNICEF. and other voluntary agencies are working on both sides in South Vietnam. All these agencies are ready and willing to help. if only given the funds.
