Session #94 · 1975–77

Speech #940041501

An uncertain transition has begun. from a daily life of death and destruction under bombs and rockets. to a life under a new regime. But even as the conflict ebbs. and the level of violence is reduced. massive humanitarian problems remain for millions of people. The end of a war we have fueled for so long. at such great costand the end of one government. which the United States has attempted to support--does not end our obligation to the people of Cambodia. or to the millions of refugees. civilian war casualties. orphans and other war victims of all types who cry out for help and for relief. We cannot abandon the people of Cambodia. and I hope the President shares this view. Developments today in Cambodia should call forth from our Government new efforts to provide humanitarian assistance to a people so obviously and so desperately in need.
