Session #94 · 1975–77

Speech #940041359

While the President has the right under the war powers act to use American troops to evacuate Americans whose lives are endangered. it surely would be grossly irresponsible to wait until we had to fight our way out. Furthermore. it should be understood that the President would need the consent of Congress to use some 20.000 American troops to forge a corridor from Saigon to the sea for the evacuation of Vietnamese. as proposed by General Weyland. While the United States must provide its fair share of refugee aid and sanctuary. I do not believe that the President wouldnor shouldreceive congressional approval for this new form of military involvement in Vietnam. Just as the French at Dien Bien Phu were able to arrange a ceasefire which permitted the withdrawal of French troops and South Vietnamese civilians. we should be able to do the same.
