This title wouldExtend the community mental health centers program and reaffirm our view that it is not a demonstration program. but rather is designed to assure that such centers be started with Federal support throughout the Nation. Over 500 mental health centers have been funded. leaving us onethird of the way toward our goal of approximately 1.500 such facilities. Extend the migrant health program. which I authored more than 10 years ago. as a separate authority to give this tragically underserved population clear attention in our Federal health efforts. Extend the program for family planning services and population research. Establish a new authority for the old neighborhood health centers. replacing them as community health centers and providing planning. development. startup. and operational assistance. so that they can better offer a broad range of ambulatory. medical referral. and environmental health services.
