Session #94 · 1975–77

Speech #940036790

Mr. Speaker. there is a good deal of discussion about additional refugee aid for South Vietnam. but I think it has to be made clear that refugee aid to South Vietnam will be of little value if the Saigon government collapses. I. myself. am prepared to support additional military aid to South Vietnam in order to try to bring some stability to the battle lines in the hope that there could be an opportunity for an orderly political settlement of the war. If we were to proceed in this manner. it would require that the Department of State change its policy of unqualified support for President Thieu.
