Session #93 · 1973–75

Speech #930355642

I yield myself the balance of my time. Mr. Speaker. on the Soviet issue. just for one final clarification. the President cannot exercise his 18month waiver unless he reports to the Congress that he has determined the waiver will substantially promote the objectives of freedom of emigration and that he has received assurances that the emigration practices of the country will substantially lead to the achievement of those objectives. At the end of 18 months. that waiver expires unless the President recommends an extension and submits his reasons. this would require another determination. It requires an act of Congress in order to extend that authority for another 12 months.
